There is no rule of thumb in estimating a budget prior to consultation with the client. Likewise, there is no fixed "cost per minute" since a minute can cost as little as $2000 or as much as $6000. What we will do is sit down with the client and define what is expected from the proposed project. We develop the parameters of the project based on a target budget. This mutual development yields a production who's budget comes as no surprise and is within the means of the client.
